La asociación voluntaria de municipios se concertará mediante acuerdos expedidos por los respectivos concejos municipales, en los cuales se aprobarán los estatutos de la entidad. Al convenir una asociación, los municipios interesados determinarán su organización, la forma de administración de sus bienes y servicios, y la representación de los municipios asociados en los órganos de administración, con sujeción a las normas de la presente ley.
