Disposiciones finales . Cuando se trate de avalúos para establecer si un inmueble o grupo de inmuebles tienen o no el carácter de Vivienda de Interés Social, para adelantar los procesos previstos en los artículos 51 y 58 de la Ley 9ª de 1989 y del artículo 95 de la Ley 388 de 1997, se tendrá en cuenta la totalidad del inmueble, incluyendo tanto el terreno como la construcción o mejora.
