La dirección del Fondo estará a cargo de una junta directiva que presidirá el Ministro de Desarrollo Económico. En virtud de las facultades que le otorga el decreto-ley 444 de 1967, la Junta Directiva del Fondo trazará la política operativa del Fondo; la dirección y administración del mismo, como entidad anexa al Banco de la República, se desarrollará conforme al contrato celebrado entre el gobierno nacional y dicho Banco o a los que en el futuro se celebren entre dichas entidades.
