El Presidente del Consejo Nacional Electoral, distribuirá los cargos de la planta global a que se refiere el artículo 1° del presente decreto, mediante acto administrativo y ubicará el personal teniendo en cuenta la organización interna, las necesidades del servicio, los planes y programas del Consejo.
