El Gobierno Nacional declarará vacantes los puestos de quienes en las Juntas Directivas de los terminales representen a las empresas navieras a los agentes de aduana y a los trabajadores, cuando sus titulares se abstengan de concurrir sin razón válida a tres (3) sesiones consecutivas. Las vacantes que por cualquier motivo se presenten, serán provistas en la forma señalada para hacer las designaciones iniciales.
