entre los fines de la presente ley está el de promover la civilización de las parcialidades indígenas denominadas Tunebos, Tegrías, Cobarias y Pedrazas y otras que habitan la región. En consecuencia, una vez que el desarrollo de la colonia lo permita, se establecerán escuelas a la cuales puedan concurrir los indígenas.
