Art. 13. Cuando se reunan dos o más Cuerpos de Ejército, tomará el mando de ellos el Jeneral en jefe que designe el Poder Ejecutivo; a falta de designación, el Jeneral en jefe de más alta graduación; i a falta de éste, el más antiguo.
