ARTICULO 13. 1. la Asamblea General promoverá estudios y hará recomendaciones para los fines siguientes

Fomentar la cooperación internacional en el campo político e impulsar el desarrollo progresivo del decreto internacional y su codificación:

Fomentar la cooperación internacional en materias de carácter económico, social, cultural, educativo y sanitario, y ayudar a hacer efectivos los derechos humanos y las libertades fundamentales de todos, sin hacer distinción por motivos de raza, sexo, idioma o religión. 2. Los demás poderes, responsabilidades y funciones de la Asamblea General con relación a los asuntos que se mencionan en el inciso b) del párrafo 1º precedente quedan enumerados en el capitulo IX y X.
