El costo de la inversión de un nuevo hotel u hostería o de la ampliación o mejora sustancial de los existentes, incluye el terreno, construcción, dotación y los gastos capitalizables de pre-inversión. El Gobierno, a través de la Corporación Nacional de Turismo de Colombia, ejercerá la vigilancia y control de la inversión con el fin de determinar su costo real.
