Art. 3º El pago de derecho de consumo de tabaco de producción nacional, á que se refiere el artículo 2º del Decreto número 951 de 10 de los corrientes, será de quince centavos ($0-15) por cada kilogramo de peso, cualquiera que sea la clase á que pertenezca.
