en los supuestos de controversia a que se refiere el inciso primero del artículo anterior, la liquidación verificada por la respectiva entidad se sujetará a las normas del presente decreto y del que éste reglamenta, tal como si no hubiere sido controvertida. Por consecuencia, deberá ser comunicada al Fondo de acuerdo con las normas establecidas, y la correspondiente suma devengará los intereses corrientes del 9% anual, sin que en ningún caso el funcionario que conoce del litigio pueda condenar al pago de intereses moratorios sobre ella en beneficio del trabajador.
