Art. 12. El Poder Ejecutivo establecerá cerca de las tribus indíjenas no reducidas de los Territorios de Casanare i San Martin, dos Comisarios investidos del carácter que espresa el número diez del artículo anterior, remunerados con un sueldo de seiscientos a novecientos pesos anuales cada uno.
