º. Para los efectos indicados en el artículo 1. º del Decreto número 1598 de 1955, el importador deberá comprobar previamente, ante la Dirección General de Aduanas, que la mercancía cuya nacionalización se pretende, corresponde realmente a pedidos formalizados o iniciados con anterioridad al 16 de febrero del presente año, y que se trata de mercancías que hasta la fecha en que entró en vigencia el Decreto número 331 de 1955 podían importarse con exención de derechos aduaneros.
