°. El Gobierno Nacional otorgará a las firmas contratistas las mismas exenciones a que se refieren los incisos a) y b) del artículo 5° del Decreto 3211 - bis de 1953. Igualmente, la exención a que se refiere el ordinal b) del mismo artículo, se otorgará para la importación de las materias primas y elementos que entren en la fabricación de los productos contemplados en el ordinal a) del artículo 1º de este Decreto, pero solamente mientras tales materias primas y elementos no puedan ser suministrados por las industrias nacionales.
