El inciso 4° de la Ley 129 de 1896 no tendrá efecto cuando sean entidades de derecho público quienes construyan tales obras, pero en ningún tiempo podrán éstas traspasar sus derechos a particulares. En este caso, disfrutarán estas entidades de las prerrogativas que determina la Ley 83 de 1919 .
