Art 3° Serán condiciones indispensables del contrato que se celebre:

1° Que las telas sean tejidas en Bogotá;

2° Que el Gobierno ira pagando el valor del contrato a medida que vaya recibiendo las telas; y que si en el pago hubiere alguna demora, se abonara el interés corriente.
