Quienes no hubieren podido ingresar a la carrera administrativa por no reunir los requisitos mínimos para el ejercicio del cargo exigidos por el Decreto 583 de 1984, siempre que no hayan obtenido concepto desfavorable de conducta y eficiencia, podrán acogerse a lo dispuesto en el presente Decreto.
