El Gobierno Nacional incluirá en los proyectos de Presupuesto que presente al Congreso, una apropiación destintada al servicio de los empréstitos externos que proyecte contratar con posterioridad a la fecha de su presentación, apropiación que equivaldrá al estimativo del valor de dicho servicio durante la vigencia a la cual se refiere el respectivo proyecto de Presupuesto.
