Autorizase ampliamente al Gobierno Nacional para celebrar las transacciones que crea justas y convenientes a los intereses nacionales, con los particulares que tengan reclamaciones pendientes en el Ministerio de Obras Públicas, si fueren suficientemente comprobadas por razón de negocios hechos con la Casa Julius Berger Konsortium como agentes del Gobierno Nacional, en la ejecución de los proyectos sobre regularización del río Magdalena, y que, debido a la terminación de los contratos que existieron con tal motivo entre el Gobierno y dicha Casa, o por otras causas ajenas a los reclamantes, quedaron incumplidos.
