Se colocará, en la antesala del Salón Elíptico del Capitolio Nacional, un retrato al óleo suyo, y una placa con la siguiente inscripción:

"Un político no es sino una gran inteligencia al servicio de un ideal más grande todavía. Hay quienes creen que el político es un fino mentiroso, un embustero perfeccionado, que político es el que engaña y el que se desacredita por desleal consigo mismo y con los otros. La política y la mentira nada tienen en común. Un político es el hombre que tiene don profético, claridad de propósitos y voluntad impertérrita para lograrlos."
