Art 5.° Las partidas de que tratan los artículos anteriores, se incluirán en el Presupuesto de Gastos del bienio de 1891 á 1892, y serán entregadas en dos contados iguales con intervalo de un año á Juntas Directivas, previo informe del Gobernador del Departamento respectivo, de que éstas se hallan constituidas debidamente. Dichas Juntas se compondrán de cinco miembros, así: El Prefecto de la Provincia, el Alcalde de la ciudad, el Presidente del Consejo municipal y dos vecinos respetables del Municipio agraciado, que designará el Gobernador del Departamento.
