° Del saldo de los dineros existentes en poder del Consejo Administrativo de los Ferrocarriles Nacionales para la ejecución del Ferrocarril Troncal de Occidente, en el frente correspondiente al Departamento de Antioquia, dicho Consejo retendrá en su poder la cantidad de ciento veintiocho mil quinientos setenta y cinco pesos ($ 128.575), la cual invertirá en las obras que faltan por construir en el sector de Ferrocarril Arauca-Alejandro López, que forma parte del expresado Troncal.
