Si al abrir un saco del exterior se notare la falta de uno de los objetos que debía contener, entonces la oficina de Correos en donde se note la irregularidad deberá proceder de inmediato; si recibe correspondencia certificada directamente del exterior, a librar el boletín de verificación, firmada por dos empleados, el que, junto con la correspondiente Acta de Novedades, se enviara a la oficina remitente del envió. El duplicado de este boletín de verificación y del acta de novedades, ambos documentos acompañados del caso materia del boletín, de su plomo, de su marbete y de sus cierres, deberá enviarse bajo pliego certificado al departamento internacional del Ministerio.
