Art. 2.° Sin perjuicio de lo dispuesto en el artículo último de la lei 22, de 14 de mayo de 1874, se concede tambien un ausilio anual de tres mil pesos, por cuatro años consecutivos, para fomentar la navegación por vapor del rio San Juan. Este ausilio será puesto por el Poder Ejecutivo a disposición del Gobierno del Estado soberano del Cauca, para que le dé su debida aplicación, teniéndose por votado en el Presupuesto.
