En consecuencia, podrá dictar todas las disposiciones administrativas, fiscales y tributarias conducentes a sanear los títulos de propiedad sobre los terrenos que hayan de ser transferidos a los damnificados por el incendio, en forma que dichos terrenos puedan ser aceptados como suficiente garantía de los préstamos hipotecarios, y a facilitar las correspondientes adquisiciones y transmisiones del dominio.
