El "Liceo Colombia", que funciona en la ciudad de Santa Marta, queda obligado para con la Nación a otorgar por el término de diez años, a estudiantes pobres, diez becas anuales, las cuales serán adjudicadas por el Ministerio de Educación-Nacional, entidad esta que podrá delegar tal misión a la Secretaría de Educación Departamental del Magdalena.
