ARTICULO 136. Normas orgánicas . El Concejo Distrital, a iniciativa del Alcalde Mayor, y de conformidad con la Constitución Política y la Ley Orgánica del Presupuesto, regulará lo relacionado con la programación, presentación, aprobación, modificación y ejecución del presupuesto distrital y de los fondos de desarrollo local. De igual manera el Concejo Distrital, a iniciativa del Alcalde expedirá el presupuesto anual.
