Crease el concejo nacional Carcelarios, integrado por cuatro miembros, expertos en la materia, que tendrán a su cargo el planeamiento y desarrollo de la política carcelaria en todo el país. Los miembros del concejo nacional Carcelarios serán designados por el Ministro de Justicia, para un periodo de dos años, y ejercerán sus misiones ad honorem. Dicho organismo será asesor del Ministro de Justicia, y sus funciones y atribuciones serán reglamentadas por el gobierno nacional.
