Los proyectos asociativos que presenten las asociaciones de entidades territoriales, podrán ser aprobados por las entidades gubernamentales de orden nacional que reciban recursos del Presupuesto General de la nación, sin perjuicio de los proyectos presentados individualmente por las entidades territoriales.
