El proyecto de acto legislativo debe ser aprobado en cada una de las Cámaras por la mayoría simple, en la primera vuelta; publicado por el Gobierno, requerirá de la mayoría absoluta en la segunda vuelta. Ambos períodos no necesariamente deben coincidir en la misma legislatura.
