Autorízase al Gobierno Nacional para afianzar o avalar un empréstito, interno o externo, del Departamento del Quindío hasta por la suma de cinco millones de pesos ($ 5'000.000.), el cual deberá ser destinado para cubrir los gastos de instalación del nuevo Departamento.
