Créditos de Tesorería. El gobierno Nacional a través de la Dirección General del Tesoro Nacional, otorgará créditos de tesorería a favor del Fondo de Compensación Tributaria creado en el artículo 9º de este Decreto, hasta por la suma de cinco mil millones de pesos ($5.000.000.000.00) con el fin de suministrar los recursos necesarios para el giro de las sumas liquidadas en favor de los Departamentos y del Distrito Capital de Santafé de Bogotá, los cuales serán cancelados una vez se reciban las sumas pagadas por los responsables del impuesto al consumo de cigarrillos.
