° Para los fines indicados en el artículo anterior, créase una Junta Especial integrada por el Presidente de la República o un delegado suyo, y por los Ministros de Relaciones Exteriores, Hacienda y Guerra o sus delegados. Actuará como Secretario de la Junta el Director General del Protocolo del Ministerio de Relaciones Exteriores.
