° Para facilitar las compras de elementos que el Ministro de Guerra irroga por conducto de los Consulados, se autoriza a éste para tener a manera de fondo rotativo en cada uno de los Consulados principales, hasta quince mil pesos ($ 15,000), que se tomarán de la respectiva apropiación. Este fondo se renovará cada año.
