Dentro de las cifras en que se computen las Rentas de que trata la Ley 8ª. del presente año formularán los Gobernadores los presupuestos de Gastos departamentales, reduciéndolos en todo caso á la suma en que sean presupuestas las rentas de cada Departamento.
