Las nuevas Instituciones que proyecten crear y desarrollar programas de Educación Superior Abierta y a Distancia, deberán cumplir, previamente , los requisitos establecidos por los Decretos 80, 2747 y 2799 de 1980, sobre Estudio de Factibilidad y obtención del reconocimiento de Personería Jurídica. CAPITULO IV. Del régimen de licencia de funcionamiento, aprobación y autorización de programas de Educación Superior Abierta y a Distancia.
