Personas naturales y jurídicas . Solo podrán hacerse adjudicaciones de baldíos por ocupación previa, en favor de personas naturales, empresas comunitarias, cooperativas campesinas, fundaciones y asociaciones sin ánimo de lucro que presten un servicio público, o tengan funciones de beneficio social por autorización de la ley y las sociedades de cualquier índole que sean reconocidas por el Ministerio de Agricultura y Desarrollo Rural como empresas especializadas del sector agropecuario, en los términos del inciso 2° del artículo 157 del Decreto Extraordinario número 0624 de 1989 (Estatuto Tributario), o que se dediquen a la explotación agrícola o ganadera.
