Autorícese a la Asamblea del Departamento del Valle del Cauca para que ordene la emisión de la estampilla pro-salud departamental cuyo producido se destinará para el pago de excedentes de facturación por atención de vinculados de las empresas sociales del Estado o instituciones que pertenezcan a dicha red y que hayan sido sostenidas con recursos públicos.

Parágrafo

Exclúyase al Distrito Especial de Buenaventura de la distribución de que trata la presente ley.
