° Las entidades públicas o privadas que celebren contratos con Ingenieros o Arquitectos titulados y domiciliados en el exterior, para prestar sus servicios profesionales en el país por tiempo determinado o período fijo, deberán hacer la solicitud de prescindencia de la matrícula al Consejo Profesional Nacional de Ingeniería y Arquitectura mediante la presentación de los títulos profesionales debidamente autenticados por el Cónsul colombiano y una información sumaria de que dicha persona viene a ejecutar trabajos para les cuales no hay personal disponible y preparado residente en el país.
