Todas las instituciones de utilidad común que hayan tenido origen en un acto de voluntad de los particulares estarán sujetas a la inspección y vigilancia del Gobierno, en orden al cumplimiento del propósito de sus fundadores, aunque no reciban auxilio del Tesoro Público, y, en consecuencia, quedan sometidas a las disposiciones de la presente Ley.
