El Gobierno Nacional y el Departamento del Huila quedan autorizados, separadamente, para construir por administración directa o por contrato, en los términos de la presente Ley, la parte del ferrocarril del Caquetá correspondiente al territorio del Departamento del Tolima, en el caso de que esta entidad no lleve a efecto su realización en el menor término posible, a juicio del Gobierno.
