En decretos separados proveerá el Gobierno lo conveniente para las subvenciones o auxilios que en cada caso y según acuerdo que se haga con las respectivas entidades, deban concederse para el establecimiento y fomento de las sociedades cooperativas en las capitales de los Departamentos, Intendencias, Comisarías y de filiales o sucursales en los Municipios más importantes, como centros productores y consumidores según lo previsto en el artículo 11 de la Ley 0134 de 1931.
