Art. 22. El juicio de cuentas consiste en la observancia de las reglas que se prescriben en esta ley para averiguar si los responsables del Erario han llenado sus deberes en lo relativo á la recaudación de las rentas y contribuciones, al manejo de especies, al pago de los gastos nacionales y á la formación, legalización, rendición y comprobación de sus cuentas.
