Art. 5.° Los mismos empleados civiles i, militares que por caso fortuito o fuerza mayor no hayan podido rendir sus cuentas durante el período de quo trata el artículo anterior, quedan esentos de toda responsabilidad siempre que comprueben plenamente aquellas circunstancias, a juicio del Poder Ejecutivo, quien mandará cancelar las obligaciones otorgadas si creyere llegado el caso.
