Los actos y contratos que celebre el Fondo se sujetarán a las normas de contratación del derecho privado subsidiariamente con las de ciencia y tecnología. La Contraloría General de la República ejercerá el control fiscal sobre los recursos públicos que se transfieran al Fondo.
