El Gobierno prestará especial atención a la apertura de la vía pública llamada a unir la Independencia Nacional de Chocó con el Departamento del Valle, de que tratan las Lleyes 82 de 1913 y 70 de 1916, o sea la que partiendo de la ciudad de Bolivar, en el expresado Departamento, pasa por Noanamá y va a Istmina, capital de la Provincia del San Juan.
