Artículo undécimo. Aun cuando el individuo que se presente a consignar el voto no esté inscrito en las listas del respectivo Jurado de Votación, puede votar siempre que esté provisto de su cedula de ciudadanía, en cuyo caso el Jurado de Votación debe llevar un registro especial, en el cual conste que el individuo ya votó. Este registro debe ser consultado cada vez que vayan a sufragar un individuo que haya sido omitido en las listas.
