En caso de que fuere impracticable el trazado de carretera entre Ocaña y el puerto de Gamarra que actualmente estudia la Comisión Técnica, adoptaráse para esa vía el trazado del ramal de ferrocarril que partiendo de la ciudad de Ocaña va a la depresión de Brotaré, sobre la línea del ferrocarril de Cúcuta al Magdalena; del punto más adecuado de este ramal, partirá el nuevo trazado de carretera con dirección a Gamarra, puerto sobre el cual debe terminar la obra.
