Los micro, pequeños y medianos mineros que no aparezcan registrados como tales en el Ministerio o en la Gobernación, según el caso, no podrán obtener los beneficios que se consagran en este Capítulo. La misma regla se aplicará a los que no tengan título debidamente legalizado para adelantar la exploración y la explotación de los respectivos yacimientos.
