Procedimiento y escala de evaluación. El Ministerio de Salud reglamentará el procedimiento y la ponderación de los factores señalados en el artículo anterior. En todo caso la evaluación se efectuará en una escala de 0 a 100 puntos en la cual se calificará si el desempeño del funcionario corresponde evaluación deficiente, aceptable o excelente.
